they never made it out of the house because harry reid controls the senate. he shoots down. i don't know what to be terrified of more. we have global warming, assault weapons and sequester cuts. everything, everything we're supposed to be terrified and screaming and we're going to go blind if we don't pass this or quite it. this president, this is his idea. he said november 21st, 2011, i will veto any attempt to reduce these cuts. they need to own this and republicans should go out there and say, you know what? we think it's great. we love that the president is finally getting serious about spending. >> we're not getting serious and rush made the point and dana, you said the point, i made the point, we're' spending more money this year than last year. you would think listening to obama-- only in washington when you spend more money year to year is that doom and gloom and a cut. >> sean, was this when bush-- when bush-- >> i don't want to hear about bush, bush is out of office five years and get over it. >> i don't remember this outrage when he was outspending the previous se

you know, you hear harry reid essentially making an appeal to history saying, yeah, this is unprecedented. is this what you want to be remembered for? for republicans that is a potentially potent line of argument. republicans don't really know what voters want to remember them as or see them as right now, and so that is something they're taking into consideration. >> republicans don't really know who republicans are at this point so to si erin degree. curt, we went back into the archives. fewer than 2% of cabinet nominations have been rejected since 1789. john tower rejected for a defense secretary in 1989. you have to go back to 1844 to james porter, who was rejected for secretary -- >> he was robbed, though. >> where was he during benghazi? >> this is the united states senate, which part of its brand is this civility, and who are they doing this to? a guy who was a republican senator four years ago. i've decided it's a bit of joe lieberman derangement syndrome. a heiretick from your own party, once he is playing for the other team, it drives you crazy, and it's driving the republicans c

because a cloture file was submitted by harry reid. do you think -- you said that the democrats are embarrassed, but is it republicans are embarrassed to support one of their own because chuck hagel did not support the iraq surge? is this basically trying to settle an old score? >> well, i don't see it that way at all. i think you took a look at chuck hagel's entire history in terms of his opposition to sanctions against iran. different things he's written about disarmament including unilateral disarmament. i think he's the wrong person for this position. and anybody that watched the hearngs in just the past week knows that this man is not prepared to be secretary of defense in terms of making sure we as a nation remain strong and able to defend ourselves in all situations. >> even though in his testimony, america has and must maintain the strong esmil tear in the world that we must lead the international community to confront challenges today and must use tools of american power to protect our citizens and our interests. do you think

some republicans were upset that harry reid said he wasn't going to honor a hold. what you're seeing here from republicans is a play to make sure that they flex a little muscle so that the democrats understand that the president's agenda has to go through them and that's on guns, on immigration. i agree with david. i think this will get done but it's never great for a nominee to have to wait another week to hang out there and take shots from opposition. it's not a great place for them to be but i'm not worried that this is not going to get through but this is the flexing of the muscle by republicans in the senate for sure. >> okay. so hagel gets blocked at least for now. rand paul and others are threatening to block john brennan. susan rice didn't get to the nomination process. is this rocky road if that's how we want to describe it, david, does this hurt the president's credibility or at least his ability to get things done, a small distraction, should it become a smaller one? put it into the wider con tech in terms of what the white house want to be accomplishing
